Public policy already uses artificial intelligence. We advise those who buy it, regulate it and oversee it.
We research how automated systems produce or reduce inequalities.

Technology that is measured, explained and discussed with the people it affects.
Lines of work
Algorithmic racism
Analysis of how automated systems produce unequal results according to people’s racial or ethnic origin in public services, employment, justice and security.
Artificial intelligence and equity
Evaluation of the effect of artificial intelligence systems and digital policies on the whole population, with attention to the groups that receive the worst outcomes.
Technology governance
Design of rules, audits and purchasing conditions so that systems are measured, explained and can be corrected.
Four working concepts
Ethnocoding
A technology governance architecture that incorporates the identity, knowledge and rights of communities into the design, regulation and oversight of technologies, data and artificial intelligence. It was formulated from the Afro-descendant experience and applies to the whole population.
Digital territory
Digital environments are a territory where people and communities exercise rights, produce knowledge and decide about their data.
Digital maroonage
Practices of autonomy, resistance and community creation in the face of discrimination on platforms and automated systems.
Digital rights for all
Access, data protection, algorithmic non-discrimination and participation in technology decisions, understood as the rights of every person.

Ethnocode the Future
A project to position ethnocoding as a technical, political and epistemological approach that incorporates people’s knowledge, identities and rights into the design, development and regulation of technologies, data and artificial intelligence.
It was presented at a side event of the fourth session of the United Nations Permanent Forum on People of African Descent, on 16 April 2025.
With those who decide public policy
The Institute provides consulting and trains public policy decision makers in several countries of the region, so that they incorporate equity into the design, purchase and oversight of data and artificial intelligence systems.
This work has been carried out within spaces of the Organization of American States (OAS) and the RIAFRO network.
Workshops and talks
Talks and training materials of the Institute, including Ethnocode the Future, and the program of the Afro-Indigenous Technology Innovation School.
